Dear citizens of Kosova,
 As the newly elected Prime Minister by your free will and vote, I am
fully determined and committed to conscientiously invest all my
potential and expertise, along with those of my staff, to achieving
the objectives of all the people of Kosova by having regard at all
times to the full respect of legal norms applicable in Kosova.
Meeting the objectives of the citizens of Kosova to build a state
where there is rule of law requires not only preparing and adopting
legal norms but also printing and publicizing them. Through the
printing and publicizing of those norms, the citizens become closely
familiar with the content of the legal norms and their rights and
duties respectively.
I am very pleased that Kosova currently has an Office for the
Managament and Administration of the Official Gazette within the
Prime Minister’s Office which primarily deals with the printing and
the publication of of all legal acts that are prepared and adopted
by the Kosovo institutions.
Cizitens of Kosova, I can assure you that during my term of office,
the Office for the Managament and Administration of the Official
Gazette will have my full support with the goal for it to
successfully fulfill its mandate which is the printing and
publication of our country’s legal norms and legislation.
The printing and publication of legal norms is an essential
condition to building a genuine democratic and law-abiding state.
By printing and publicizing legal norms, the Office for the
Managament and Administration of the Official Gazette has enabled
all the people of Kosova to gain an easy and quick access to the
legislation of their country.
This way, the citizens of Kosova will be able find out about their
righst and responsibilities with regard to one another and the state
and to understand that all citizens, regardless of their background,
are equal before the law.
The printing and publication of legal norms of the state contributes
also to the raising of the legal awareness of the government
officials and the citizens in general that only through the full
application of legal norms in their daily lives can a genuinely
democratic and law-abiding state be achieved and made to function to
the benefit of all the citizens of Kosova.
I want to take this opportunity to thanks all those who have helped
now and in the past as well as those who will help in the future to
prepare, print and publicize our country’s legislation. At the same
time, I wish the staff members of the Office for the Managament and
Administration of the Official Gazette success in their very useful
work in helping to build a state where there is rule of law.
Finallly, legal norms are printed and publicized with the aim to
build a collective memory of the people and the country, establish a
link between generations and legislatures and give momentum to life.
The history of a country is connected to and transmitted thorugh
laws.
